Young adults in prison

Young adults aged 18 to 21 –extendable up to 25 years of age– that are arrested and have a special sentence treatment.

 

The Federal Complex of Young Adults.
(CFAJ) was restructured in September 2017. This implied the relocation of young adults from the former V Module to Units 24 and 26, and to the Rehabilitation Center for Drug addicts (CRD); a reduction of over 50% of the total accommodation capacity, as well as building refurbishment merely aiming at increasing the operational capacity to the detriment of common areas, consequently breaking the right to work, to education and to recreation, among others.
In that context, the number of young adults with safeguarding and solitary confinement measures increased. Once again, this reflects the situations of violence young adults are subject to. Typically, the CFJA operates under a self-governance modality. Consequently, the safeguarding responsibility has been taken away from the penitentiary administration, allowing groups of young adults to improperly make administrative decisions.
