People with disabilities (physical impairment and/or mental illness)
Federal prisons do not meet the minimum requirements of infrastructure and resources to preserve the health of inmates with some kind of disability. The State is responsible for making sure the dignity of those deprived of liberty is respected, and it must use some resources, such as house arrest, in order to enable the arrested person to serve the sentence in a place that meets their needs and allows them to fully enjoy their right to health. Likewise, it allows to correctly assess the difficulties the SPF has to address when facing cases of inmates with diseases or physical disabilities, who require services and infrastructure that are not available.
